The government of Malawi plans to punish persistent offenders “who foul the air” in an effort to “mould responsible and disciplined citizens.” However, locals fear pinning the crime on the individuals responsible will be difficult, and may lead to miscarriages of justice. One Malawian wrote on an African news website: “My goodness. What happens in a public place where a group is gathered? Do they lock up half a minibus?”
